It appears to be weather related in that in good weather all the doors will unlock but int he cold and or damp weather only the one door unlocks. The problem could be anywhere between the junction block and each latch. The door lock solenoids are an integral part of the latches. The only door that unlocks everytime is the drivers door.

The rear passenger door lock will not respond to the commands. 2000 dodge durango door locks are not working properly. I had a power lock issue where it would make this sound watch video but not unlock the rear driver side passenger door. The other possibility would be a wiring issue.
